The Providence City Council has passed a rent stabilization ordinance by a vote of 9-to-6.
The ordinance caps annual rent increases at four-percent with some exemptions.
Council President Rachel Miller says despite the power wielded by large corporate landlords that have pushed rents up and working families out - the council is going to stand up for renters.
A spokesman for Mayor Brett Smiley says there are concerns that the ordinance lacks a clear, workable implementation plan and would shift the tax burden to single-family homeowners while driving rents higher overall.
The ordinance has been sent to the mayor who has ten days to sign or veto it.
